RECRUITMENT OF TEMPORARY CONSTABLE (EXECUTIVE)-MALE AND CONSTABLE(DOG HANDLER)-MALE IN DELHI POLICE-2013

  1. Applications from Indian nationals are invited to fill up the following vacancies to the posts of Constable (Executive)-Male and Constable (Dog Handler)-Male in Delhi Police in the pay scale of ` 5200-20200 in Pay Band 1 with Grade Pay of ` 2000 & other allowances as admissible:-

10% vacancies are reserved for Ex-Servicemen in each category as per rules. Out  of 10% quota meant for Ex-servicemen,  50% of such quota will be reserved for following categories of Ex.-Servicemen:-

(a) Having served in Special forces/NSG(Special Action Group)or;
(b) Having received  QI ‘Qualified Instructors” grading in the Commando Course or;
(c) Officers from the Navy/Air Force who have worked in specialized Commando type units.
Note: The personnel of Central Para Military Forces are not eligible to apply under Ex-Servicemen category.

(b)ESSENTIAL REQUIREMENT FOR CONSTABLE(EXECUTIVE)-MALE:-

All aspiring candidates shall possess a valid driving license for LMV (Motor cycle and car) on the date of submission of application form.  Learning driving licence is not acceptable.
(c)DESIRABLE QUALIFICATIONS FOR THE POST OF CONSTABLE(DOG HANDLER)-MALE:-

  1. The candidate should be intelligent, hard-working and should be a dog lover by nature.
  2. He should be physically fit and mentally agile and should always have a keen interest in working with dogs.
  3. He should have adequate knowledge about the care and handling of dogs including knowledge of vaccinations and common diseases of the dogs, different diet requirements etc.
  4. He should not hesitate in freely inter-acting with dogs and should not fear dogs.

NOTE:

Age 18 to 21 years as on 01.01.2013 i.e. those born not earlier than 02.01.1992 and not later than 01.01.1995 will be eligible.  Upper age limit is relaxable for SC/ST/OBC etc. as per rules.

    1. Candidates seeking reservation benefits for SC/ST/OBC must ensure that they are entitled to such reservation as per eligibility prescribed in the advertisement. They should also be in possession of the certificates in the prescribed format in support of their claim at the time of submitting application form as per Annexure-“C” and “D”. No other certificate will be accepted as sufficient proof.
    2. The age relaxation under OBC category is admissible for those castes notified in the Central List and the List issued by the Govt. of NCT of Delhi.  No other certificate will be accepted as sufficient proof.
    3. A ‘departmental candidate” means bandsmen, buglers, mounted constables, drivers, despatch riders, etc. & Multi Tasking Staff (formerly Group  ‘D’ employees)enlisted in Delhi Police with a minimum of 3 years continuous service and who otherwise fulfills all educational qualification and other physical standards.
    4. The sportsmen of distinction who have represented a State at the national level and the country at the international level in sports during preceding three years from the date of advertisement of vacancies.  The discipline of sports for which relaxation is permissible as per table given at Annexure ‘A & A-1’. The Sports Certificate should have been issued in the proforma attached at Annexure-‘E’ & ‘F’ having photograph of the candidate duly attested by the Secretary of the issuing State/National Sports Federation.  The issuing federation/Association conducting State/National championship should be affiliated with State/Indian Olympic Association.
    5. Age concession to Ex-Servicemen will be allowed in accordance with the orders issued by the Government of India from time to time.  They will be permitted to deduct the period served in the armed forces from their actual age. The resultant age, so derived, should not exceed the prescribed age limit by more than three years.  The definition of Ex-Servicemen is given at Annexure ‘B’
    6. For all candidates minimum chest expansion has to be 4 cms, failing which he will be disqualified.
    7. Relaxation in height and chest (residents of hill areas) as mentioned above will be permissible only on production of certificate at the time of Physical Measurement Test, in the proforma as prescribed in Annexure-‘G’ from the competent authorities i.e. DC/DM/SDM or Tehsildar of the District where they ordinarily reside(s).
    8. Those candidates who are declared not qualified in Physical Standards, i.e. height and chest, may prefer an appeal, if they so desire, to the appellate authority present on the PE&MT ground on the same day.  The decision of the appellate authority will be final and no further appeal or representation in this regard will be entertained.
    9. The wards of serving, deceased and retired police personnel including Multi Tasking Staff (formerly group ‘D’ employees) of Delhi Police belonging to SC/ST/OBC/Hill Area category will not be entitled to get double relaxation.  They can claim relaxation either in their caste/category or in wards of police personnel including Multi Tasking Staff (formerly group ‘D’ employees) of Delhi Police.
    10. Sons of serving, deceased and retired police personnel including Multi Tasking Staff (formerly Group ‘D’ employees) of Delhi Police shall be required to produce certificate in the prescribed format issued by DCP/Addl.DCP or ACP/HQ of the District/Units where the police personnel including Multi Tasking Staff (formerly group ‘D’ employees) of Delhi Police served last at the time of Physical Measurement Test. as per proforma at Annexure-‘H’.

Annexure ‘B’

DEFINITION OF EX-SERVICEMEN:- The definition of Ex-servicemen as defined in Govt. of India. Ministry of Personnel, Public Grievances & Pensions, Department of Personnel & Training, New Delhi’s O.M. No. 36034/5/85-Estt.(SCT) dated 14-4-1987 is given as under :- “An ex-serviceman” means a person, who has served in any rank whether as a Combatant or non-combatant in the regular Army, Navy or Air Force of the Indian Union and

    1. they present themselves within two years of their previous discharge
    2. who retired from such service after earning his pension; or
    3. whose discharge book has the endorsement of Ex-servicemen; or
    4. who has been released from such service on medical grounds attributable to military service or circumstances beyond his control and awarded medical or other disability pension; or
    5. who has been released, otherwise than on his own request, from such service as a result of reduction in establishment; or
    6. who has been released from such service after completing the specific period of engagements, otherwise than at his own request or by way of dismissal or discharge on account of misconduct or inefficiency, and has been given a gratuity; and includes personnel of the Territorial Army of the following categories, namely:-
    7. (a)Pension holders for continuous embodied service

 

      (b)Persons with disability attributable to military service; and

 

      (c)Gallantry award winners.

 

The Territorial Army personnel will however be treated as ex-servicemen w.e.f. 15-11-86.

Ex-Servicemen who are paid from the central revenues are eligible to be re-enlisted to the above mentioned posts at the discretion of the appointing authority if their discharge certificate shows previous service as Good or of higher classification provided that- (a) they conform to the educational standards laid down for recruits from open market, and qualify such endurance/efficiency tests as prescribed by the Commissioner of Police, from time to time by issuing necessary Standing Orders. (c) they are medically fit for police service according to standards prescribed for recruits (d) age concession shall be allowed to them in accordance with the orders/instructions on the subject issued by the Central Govt. from time to time. They will be permitted to deduct the period served in the armed forces from their actual age and the resultant age, so derived, should not exceed the prescribed age limit by more than three years.

Ex-Servicemen who have already secured employment under Central Government in Group ‘C’ & ‘D’ posts on regular basis after availing of the benefits of reservation given to Ex-Servicemen for their re-employment are NOT eligible for fee concession or for claiming benefits of reservation under Ex-Servicemen category. However, they are eligible for the age relaxation only. The period of “Call up Service” of an Ex-Serviceman in the Armed Forces shall also be treated as service rendered in the Armed Forces for purpose of age relaxation.

For any serviceman of the three Armed Forces of the Union to be treated as Ex-Serviceman for the purpose of securing the benefits of reservation, he must have already acquired, at the relevant time of submitting his application for the Post/Service, the status of ex-serviceman and /or is in a position to establish his acquired entitlement by documentary evidence from the competent authority that he would complete specified term of engagement from the Armed Forces within the stipulated period of one year from the closing date of the application form. EXPLANATION: The persons serving in the Armed Forces of the Union, who on retirement from service, would come under the category of
“ex-serviceman” may be permitted to apply for re-employment one year before the completion of the specified terms of engagement and avail themselves of all concessions available to Ex-Servicemen but shall not be permitted to leave the uniform until they complete the specified term of engagement in the Armed Forces of Union.

Note 1:            Break between armed service and re-employment should not exceed 2 years.

Note 2:            All such candidates who are serving in the armed forces and intend to apply under Ex-serviceman category will be required to submit NOC from the department which shall clearly mention their date of discharge from the armed forces. NOC having no mention of date of discharge from the armed forces will not be entertained and their Application Forms will be rejected without assigning any further reason.

Note 1:-          No change of Centre of PE&MT will be allowed under any circumstances. Hence, the candidates should select the centres, carefully and indicate the same correctly in their applications. 
Note 2:-          The Delhi Police reserves the rights to cancel any centre and ask the candidate of that centre to appear from another centre.  Delhi Police also reserves the right to divert candidates of any centre to some other centre to take the PE&MT.

6. MODE OF FILLING UP OF APPLICATION FORMS

(A) EMPLOYMENT NEWS APPLICATION FORM AND TYPED/PHOTOCOPIED APPLICATION FORM (OFF LINE):

    1. Applicant may cut the application form given in this advertisement, fill it up and send

      Application form can also be typed/photocopied on A-4 size paper as per the format given in the advertisement, fill it up and send.

    1. Application Form as per format given in the advertisement/website only will be accepted.
    2. A recent coloured passport size (35 mm x 45mm) photograph with name plate taken in red background should be firmly affixed at the appropriate place in the Application Form. Two identical coloured passport size (35 mm x 45mm) photographs with name plate shall also be attached with the Application Form.
    3. A Demand/Bank Draft/Banker’s cheque of Rs. 100/- shall be attached as
      fee in favour of DCP/Recruitment Cell, New Police Lines, Delhi (payable at Delhi) which should be valid for 3 months. The application fee for SC/ST and Ex-Servicemen candidates is exempted, however they will have to attach photocopy of caste certificate/discharge certificate/NOC( in case of Ex-servicemen candidate) along with the application form, duly attested by a serving Gazetted Officer.

    link on the websites www.delhipolicerecruitment.nic.in desired application form will open, which the candidate needs to fill carefully on online.
  3. After filling the form, candidate needs to click on Preview button; a preview of
    the entire information filled in the application form will be displayed. Before
    clicking Save/SubmitApplication button, one can click on Modify
    Application
    button to go back to modify the filled application form information.
  4. Candidate needs to review it carefully because the information once submitted Clicked Save/Submit Application button can’t be altered at a later stage.
  5. If it is filled correctly then the candidate should click on Save/Submit Application button to complete the on line applications submission and click on Print button to take out print (on 300 dpi Laser printer) of the filled Application Form on A4 size paper.
  6. After this a Thank you message will be displayed along with the Registration No. of the candidate.
